Ladner permits
Do You Need a Permit to Re-Roof a House in Ladner?
Ladner is one of the three communities that make up the City of Delta, so building permits for a Ladner house come from the City of Delta's Development department. Delta's building and renovating page lists “roofing repair or replacement” among the minor work that does not need a building permit. Structural work and heritage properties are treated differently, and we confirm per address before a Ladner job is booked.

Who issues building permits in Ladner
Ladner has no town hall of its own. It shares one municipal government with North Delta and Tsawwassen, and building and plumbing permits for all three are handled by the City of Delta's Development department. Its Application Centre takes questions at 604-946-3380 or development@delta.ca.
Electrical and gas permits are a separate matter. Delta's page sends those to Technical Safety BC, not the City, which matters if a roof job includes new wiring, such as a skylight with a power opener.
What the City of Delta's page says about re-roofing
Delta's building and renovating page has a list headed “A building permit is not required for minor modifications such as:”. One item on that list reads “Roofing repair or replacement”. Siding and stucco repair are on the same list.
The page adds that owners are still responsible for making sure the work conforms to the BC Building Code and Delta's Zoning Bylaw. Its advice for anyone unsure is short: “When in doubt, please discuss your project with the Building Division.”
When a Ladner roof job becomes structural work
The same Delta page lists “Alter, renovate or repair existing buildings or structures” among the work that does need a permit. Replacing the roof covering is one thing; changing what holds it up is another.
On an older Ladner house, these are the items we look at during the estimate, because any of them can move a job from a straight re-roof to a building permit application:
- Rafters or trusses that need to be sistered, replaced or reframed
- New skylight openings cut through the roof structure
- Adding a dormer or changing the roofline
- Large areas of sheathing that have rotted through and need structural repair
Ladner's heritage conservation areas and the Heritage Register
Delta has two heritage conservation areas, and both are in Ladner. Ladner Heritage Conservation Area 1 is bounded by 48B Street, 48 Avenue, 47A Avenue and the drainage right-of-way, where the City notes many homes were built between 1900 and 1924. Ladner Heritage Conservation Area 2 covers the properties along Arthur Drive. In these areas, the City's heritage page says “a heritage alteration permit is required prior to making changes to land or structures.”
Delta also keeps a Heritage Register, started in 1999. Its Ladner section includes houses such as the Baker Residence at 4919 48 Avenue and the Bishop Residence (Hawthorne Grove) at 4388 Arthur Drive. The City says register properties are flagged so applications are reviewed with their heritage status in mind. There is no charge for a heritage alteration permit, and a minor one may be approved by the General Manager of Development rather than Council.
Trees and strata approval on Ladner properties
Overhanging branches are a common reason to call an arborist before a new roof goes on. Delta's tree page says a Tree Removal Permit is needed for trees 20 cm (8 in) in diameter or more, measured about 1.4 m above the ground. Pruning does not need a permit, but it must follow International Society of Arboriculture standards, and the City says topping a tree is not allowed.
Townhouses and condos in Ladner usually sit inside a strata. Strata approval is separate from anything the City requires, and we check for it at the estimate.
How we handle permits on a Ladner roof
At the estimate we look at the structure, check the address against Delta's heritage areas and register, and ask about strata. If the work needs a permit or a heritage alteration permit, we pull it before the crew is scheduled. Bylaws change, so the date this guide was checked is shown on the page; we confirm per address every time.
Ladner questions, answered
My Ladner house is on Delta's Heritage Register. Can I still choose a metal roof?
Possibly, but the City decides, not us. Register properties are flagged for heritage review, and inside the two Ladner heritage conservation areas a heritage alteration permit is needed before changes. Interlock® Cedar Shingle and Interlock® Shake keep a traditional roofline, which helps the conversation. We check the address first.
Do I need a permit to cut back a tree that hangs over my Ladner roof?
Pruning alone does not need a permit in Delta, as long as it follows International Society of Arboriculture standards and the tree is not topped. Removing a tree 20 cm in diameter or larger, measured about 1.4 m up the trunk, needs a Tree Removal Permit from the City.
What happens if the crew finds rotten wood under my old Ladner roof?
If the damage is limited to a few sheets of sheathing, it is replaced as part of the re-roof. If it reaches the rafters or needs reframing, that is structural work, and Delta's page lists altering or repairing structures as permit work. We would stop, show you what we found, and sort out the permit before carrying on.
